General Summary:
Precision Talent Solutions is supporting a mid-size government services contractor to identify a Chief Human Resources Officer (CHRO) to act as the company’s principal strategic advisor on all aspects of human capital recruiting, development, and management. Our client provides a range of technology-focused services across many Federal agencies and State Governments. The CHRO partners with key leadership team members to develop, implement, and maintain HR policies, strategies, and systems.
Responsibilities: Lead a team of nearly 30 HR and Recruiting professionals to deliver optimal recruiting, HR Business Partner (HRBP), benefits, and employee relations services and support.
- Develop and manage competitive compensation, benefits, and human capital investment strategies.
- Must be hands on with all components of the HR team.
- Manage relationships with benefit brokers and negotiate and manage company benefit plans.
- Participate in the business development process to ensure critical bid components reflect the company’s HR programs.
- Track and ensure company compliance with applicable labor and employment tax laws, including OFCCP compliance for government contractors.
- Develop and oversee a team of recruiting professionals to ensure timely fulfillment of internal and customer project hiring requirements.
- Maximize HR Information System (HRIS) capabilities and leverage data for effective reporting to inform decision making.
- Develop and execute inclusive employee engagement activities for the company.
- Lead training and personnel development efforts that promote employee growth and success.
- Develop internal employee communications strategies, content, and products for dissemination and awareness of company initiatives and programs.
- Participate in customer proposal development, pricing, and reviews.
- Develop, execute, and manage both performance management and professional development plans, including but not limited to performance evaluations, incentives, succession planning and remedial actions.
- Coordinate responses to U.S. and individual state departments of labor and Internal Revenue Services employment related audits and inquiries.
- Manage employment disputes and support litigation activities, as required.
- Participate in HR-related evaluation and integration procedures for mergers and acquisitions.
- Champion and promote an engaged and positive organizational culture.
- Effectively manage HR Department budget.
Qualifications:15 years of relevant HR experience with increasing levels of responsibility; ideally 2-3 years as head of a company’s HR Department.
- Experience as an HR Business Partner within a large company division may be suitable.
- Experience at U.S. government and defense contractor firm with 2,000 or more employees is a plus.
- Bachelor’s degree is required from an accredited U.S. college or university in the human resources, management, business administration or related field; advanced degree a plus.
- Demonstrated experience managing large multifunctional teams and budgets of over $2 million
- A track record of developing, managing, and implementing enterprise-wide HR initiatives with successful outcomes including, but not limited to, HR Information Systems (HRIS), performance management, company culture, training, compensation, and benefits.
- Strategic ability to drive creative organizational improvements and people decisions.
- Ability to analyze complex issues, evaluate difficult situations, and effectively drive multiple teams on independent tracks simultaneously.
- Exceptional demonstrated leadership, communication, and team-building skills
- Experience supporting international assignments for Expatriates and local nationals.
- Strong compliance and audit experience not only with applicable US requirements but also government audit agencies (OFCCP, DCMA, DCAA, etc.).
- Ability to hold and maintain a Secret U.S. government security clearance desired, but not required.
